HRDF GUIDE

HRDF Claimable Activities in Malaysia

Not every team building activity qualifies for HRDF reimbursement. Escape rooms? Usually no. Leadership workshops? Yes. Cooking challenges? It depends on the structure. This guide is a clear checklist: which activities are claimable, which are not, and what makes the difference.

What Makes an Activity HRDF-Claimable?

Three criteria must ALL be met:

  1. Structured format: briefing (objectives) + activity + debrief (learning reflection)
  2. TTT-certified trainer: a registered HRD Corp facilitator must lead the session
  3. Defined learning outcomes: the activity must target a specific competency (communication, leadership, problem-solving)

Without ALL three, the activity is classified as recreational and HRD Corp will reject the claim.

How to Make "Conditional" Activities Claimable

Activities like Amazing Race, Corporate Olympics, and raft building CAN be claimed if you add structure:

  • Hire a TTT-certified facilitator (not just a game master)
  • Add a 30-min briefing before with explicit learning objectives
  • Run a 30-min debrief after connecting the activity to workplace behaviour
  • Document attendance for briefing, activity, AND debrief separately
  • Write learning outcomes in the grant application that match the debrief

Frequently Asked Questions

Can I claim escape rooms?

Generally no — escape rooms are entertainment. However, if a TTT-certified trainer facilitates a structured debrief linking the puzzle-solving to workplace decision frameworks, you MAY be able to claim the facilitation fee (not the escape room fee).

Is whitewater rafting claimable?

The rafting itself is not. But if it's part of a structured outdoor leadership programme with pre-briefing, team roles assignment, and post-activity debrief on teamwork/risk management, the programme fee (not the rafting fee) can be claimed.

Can cooking team building be claimed?

Very rarely. Unless the cooking is structured as a leadership simulation (e.g., project management under time pressure with role rotation and formal debrief), it's considered recreational. Most HRD Corp claims for cooking activities are rejected.
